contributes to diminishing social and economic discrepancies among EU citizens

The Project Water Distribution and Drainage Management in Racibórz is implemented with the financial support from the Cohesion Fund pursuant to the Decision of the European Commission issued in December 2004. Financial support from the EU funds amounts to EUR 14.5 million. The town of Racibórz, responsible for implementing and settling the Project, is the beneficiary of the subsidy.
The tasks realised under the project focus mainly on constructing a sewerage system in those districts which have not been equipped with such a facility yet. The Project also encompasses modernisation of the sewage treatment plant, water treatment plant for the district hospital, construction and modernisation of the water distribution system along with construction of a new water intake for the city, construction and modernisation of the stormwater drainage system along with installing runoff pre-treatment facilities. All the tasks have been divided into 5 contracts for works, out which 3 have already been realised and settled. Currently the remaining two major contracts are being realised: (1) related to the abovementioned system, in line with FIDIC "Golden Book", design and construction, as well as (2) related to modernisation of the sewage treatment plant - in line with FIDIC "Red Book", Construction.
Significant increase in the number of infrastructure projects, entailing improved economic situation in the market of construction and assembly services, as well as decreasing EUR/PLN exchange rate have exerted a profound influence on the project implementation process. Capital expenditure has increased approximately by 30% in comparison to the initial estimates. Despite the difficulties related to financial engineering of the project, we have undertaken appropriate measures aiming at fulfilling the responsibilities imposed on the Beneficiary by the European Commission. In 2007 the task encompassing modernisation of the sewage treatment plant was officially delegated to ZWiK Sp. z o.o. Financing of the project has been secured thanks to the preferential loans granted by the Province Fund for Environment Protection and Water Management in Katowice as well as the National Fund for Environment Protection and Water Management in Warsaw.
In order to reduce the increasing costs we have changed the task realisation formula to Contract Terms implemented pursuant to the Customer design. Once the design stage had been completed in 2008 the contract for realisation of construction works has been concluded.
Implemented systems for monitoring progress, constant cooperation with contractors and the Engineer as well as fast implementation of corrective measures, in the case of problems, reduce the risk of not completing the project within the stipulated deadline.
The Beneficiary also has initiated measures aiming at improving the social attitude towards the investment. Due to the extensive scope of the system related works, carried out within the town area, regular meetings with its residents are held in order to discuss the project, EU support as well as restrictions related to implementation. Thanks to the implemented public relations measures, the investment is perceived positively, despite the traffic related hindrances.
The procedure implemented for the purpose of fixing faults and defects indicated by the residents as well as professional services provided in cooperation with the Engineers Office and the Contractor have shortened the response time to residents interventions.
The Beneficiary has also prepared a comprehensive program for modernisation and repair of roads in the case of which sewer works are being carried out, which has been appreciated by the town residents. The program is financed entirely from the town own funds and serves as a complementary project for the works carried out pursuant to the Cohesion Fund Project.
The main purpose of the Project is protection of the natural environment. On the one hand, undertakings of this type may require effort from the current residents, yet, on the other hand, they conform to the principle of the sustainable development aiming at prosperity (social and financial) as well as intra- and intergenerational justice. Intergenerational justice refers to the necessity of preserving the natural environment including its resources and non-profit areas for future generations for the purpose of securing constant economic growth in the future.
The town of Racibórz, as the first Commune in Poland awarded with ISO 14001 certificate, has consequently implemented its natural environment protection policy and undertaken measures aiming at introducing sustainable development policy at the local level.
