The statement of dr Stefan Góralczyk, the manager of Institute for Mechanized Construction and Rock Mining

Institute for Mechanized Construction and Rock Mining is the inter-department research and developmental unit which acts on the basis of the statute accepted on January 26th, 1996. The Ministry of Economy is the organ which supervises the Institute for Mechanized Construction and Rock Mining. The subject of the institute activity is carrying out scientific examinations and research and developmental works, the analysis of technique development with regard to the market phenomenon as well as adjusting the results of the works to be introduced in practice.
As an EU notified unit, the institute is authorized to evaluate the consistency of products according to the requirements of the directives mentioned below:

98/37/EC - concerning the machines,
- 2000/14/EC - concerning noise,
- 73/23/EEC - concerning electrical equipment,
- 89/336/EEC - concerning electro-magnetic compatibility,
- 89/106/EEC - concerning construction products.
We also carry out:

certification for the safety sign "B" - confirming at the same time, as an independent unit, that the machines and devices for construction, transport and construction material industry marked with the sign are safe in usage;

certification of the quality management systems to be consistent with PN-EN ISO 9001:2001. n

Institute for Mechanized Construction and Rock Mining is the pro-innovatory unit which possesses long-term experience in co-operation with industry. We actively participate in the changes which are taking place in our economy, spreading our activity and adjusting our offer to its demands and expectations.
This year we are celebrating the 56th anniversary of establishing Institute for Mechanized Construction and Rock Mining. The period of active work abounded with many organizational changes which increased the range of its activity. It was mostly connected with consolidations with other research and developmental units. In the initial period, we acted as the Institute of Construction Mechanization, dealing with mechanization and construction machines technology, just like the name indicates. In 1986 the Central Research and Developmental Aggregate Industry Centre joined us. And so the scope of the institute activity increased with such directions, as: the application and usage of rock raw materials, treatment and mining technologies as well as machines connected with the activity. This is why the name of our institution was changed. In 2002, the Institute of Wastes Management was included in our structure. We increased out activity with the wastes subject matter, including the hazardous ones. Nowadays we are acting in the three basic areas: machines, raw materials treatment and wastes.
No, we are facing another challenges resulting from the national policy with regard to research and development units. It mostly concerns consolidation and strengthening of potential of such consolidated units. There are already the first decisions of the minister of economy on including into our structures, two another research units. This is when we shall spread the field of our activity with designing of machines, devices, automats, as well as the assembly work posts and treatment technological devices.
The institute is a pro-innovatory unit, which possesses a long-term tradition of co-operation with the industry. Our priority is to maintain the high scientific level; on the other hand we should act effectively taking care of our profits. Due to the both reasons, we have to actively participate in the changes which take place in Polish economy, especially in industry. We have to be updated, in order to maintain our position. This is why, e.g. we are carrying out the institute internal restructuring, which shall allow better adjusting to the needs of industry. The new areas of our activity shall include, inter alia, new materials, new mechanization areas, including, e.g. specialist machines for finishing works in construction and for forestry works. The field of raw materials and wastes is important for us, in which we strictly co-operate with hard coal mining. It is mostly about the usage of the huge amount of mining wastes, that is the so-called accompanying raw materials. After being suitably treated, they can be applied in road construction, where, according to what we know, it starts to lack the construction materials.
This is our strategy for the nearest future.
The Institute has been dealing also with normalization and certification of products and management systems. In terms of the first one, we co-operate with Polish Normalization Committee. We are running: Technical Committee Secretary PKN/KT 14 - machines and devices for construction industry, construction materials industry and rock mining, Technical Committee Secretary PKN/KT 108 - for aggregate and construction stone. We participated in the process of introducing European standards in Poland. We are an expert institute in the domain. As one of two research centres in Poland, we run Technical Committee Secretary of International Normalization Organization ISO. The ISO/TC 195 Secretary deals with the elaboration of standards concerning construction machines and devices. It shall be underlined, that the costs of the latter activity we cover from our own resources, as PKN resigns from financing the type of initiative. We faced a dilemma, whether to run, despite the high expenses, the important for us international activity, or not. The vote for yes was decisive. If we had stopped the activity, our long-term output would have not been used. And so Polands prestige on the international arena is also important. It shall be added that in terms of normalization, our experts work in different assemblies, the European Union as well as national ones.
Certification connects in a natural way with the normalization activity. We possess the authorizations of a unit which certifies products and systems of quality management. We are an EU notified unit with the number of 1454 in terms of the directives: machine, noise, electromagnetic compatibility as well as construction products. Additionally we carry out wide examinations of products in our own accredited by PCA laboratory, which is independent in the institute structures. As a notified unit according to Union system of admitting products for circulation and marking them with CE, the institute leads the certification of the so-called plant production control at the construction products' producers, on the basis of which they can issue the conformity declarations and can place the CE sign on the products.
The institute, authorized by the minister of economy carries out the supervision over the schooling centres for machine operators. We elaborate teaching programs for them as well as we carry out examinations for the given operators authorizations. We also possess our own schooling centre, where we organize obligatory schoolings for the operators of the machines in all specialities and categories. n
