Cement w in the National Road Construction Program

Cement industry operating in Poland joins the National Road Construction Program for 2007-2013. "Our plants are able to provide the required quantities of cement on time," assured Jan Deja, Director of the Office of the Cement Producers Association during a conference of the Polish Road Congress, held in Warsaw on 6 March.

Polish cement plants are among the most modern plants in Europe. That is the effect of modernisation investments made by the owners. The volume of the investment outlays over the last dozen or so years reach PLN 6,000 million. In effect, Polish cement plants are not only among the most modern plants in Europe but they are also energy-saving and ecological. According to the official government forecast made on commission of the minister of environment for the needs of CO2 allocation in 2011-2012, cement consumption will be at the level of 18-19 million tons and in optimistic variants may even exceed 20 million tons. Today's production potential of the cement plants is 18 million tons. In connection with forecast, the cement sector plans modernisation and construction of new production lines. Specific plans and decisions of producers will be known this year.

"I am convinced that are plants are able to provide the quantities of cement on time," assures Jan Deja, Director of the Office of the Cement Producers Association. In his opinion, among signals of concern are suggestions by contractors of road investments that growing raw material prices, including cement, have had a major effect and raised by as much several dozen percent the value of bids in tenders for the construction or repair of roads.

"Those signals require a calculation to be presented. According to data used by Poland's Government administration, based on an analysis of highway investments completed so far, cement consumption per 1 km of a highway is about 4,000 tons. Assuming - as per information available in offers by cement plants - that the average cement price is PLN 240 per ton, we get the cement cots in 1 km of a highway at about PLN 950,000," clarifies Jan Deja. "Assuming that the average construction costs of 1 km of a highway is about PLN 22 million, the share of cement in the overall highway construction costs is about 4.0% and only to a very limited extent affects the actual highway construction costs."

At the moment, only few major portions of Polish highways and roads have cement concrete surface. For instance, the portion of the A4 highway west of Wrocław and a branch of that highway - A18 towards Olszyna. The national road with concrete surface is a 12-kolimetre fragment of "Gierek's road" between Polichno and Wolbórz. Ring roads of towns are built of concrete, e.g. the ring road of Młodzieszyn.

In Western Europe concrete surface highways and roads, due to their performance, have been frequently used for years. From the investor's viewpoint, the major feature of concrete surface roads are their whole life costs.

Local governments convince that this is true. Presidents, mayors village chiefs know best how to spend taxpayer money. It is due to their initiative and economical approach that we have had several hundred kilometres of local concrete surface roads built all over the country over the last 10 years. For them a concrete road is an investment for generations. They know what the are building and for whom.
