The plan of modernizing the sewage treatment plant as well as constructing the sewage system, co-financed by European Union, contributes to reducing the economic and social differences between Union citizens. The investment will also allow to solve the problem of sewage economy in the city and administrative district of Bolesławiec. The consequence of this construction will be a further development of the water supply system. On the 27th May 2007 I signed the agreement with the consortium. This contract allows to construct a network of a length of 7 km.

The city of Bolesławiec is to one of the most dynamically developer administrative districts in Poland. In 2006 it was in the first hundred of "Rzeczpospolita" ranking for the best manager city in Poland. Bolesławiec placed itself on the 27th position in the country in the category of Urban and rural districts, whereas it took the 2nd place in Dolny Slask. At the end of April 2007, Bolesławiec got a special award in the 2nd edition of the competition for the most effective energetically administrative district in Poland. The competition was organized by the National Agency of the Respect for the Energy".

At present, the administrative district realizes not only the modernization of the sewage treatment plant but also other undertakings financed from the European Union funds. We managed to carry out the revitalization of the main plate of the marketplace, to rebuild "Forum" cinema-theatre. We also build the City Centre of Recreation and financed the illumination of the biggest viaduct in the country. We prepared the proposal for the revitalisation of Bolesławiec Old Town. We want to create the International Centre of Ceramics, which is the city famous from. Additionally, we participate in euroregional projects.

A modernized sewage treatment will have been launched in Bolesławiec by the end of the year 2007. For this investment, including the construction of the sewage system, worth 11 mln EUR, the city was given the part of means (60%) from the ISPA fund. An administrative district took care about the rest: from budget and from the National Fund of the Environmental Protection, Water Economy and Regional Fund of the Environmental Protection and Water Economy. Additionally, an administrative district Boleslawiec participated in it and will take the advantage from the new investment.

Granting the European Union money for one of the biggest undertaking in the city, proves a big initiative of autonomy authorities. On the other hand, a consistent policy of completing the tasks including modernization of sewage treatment plant, the expansion of the sewage system as well as construction of sewage system in the area of administrative district Bolesławiec will make the inhabitants of both districts be pleased with a higher standard of their lives, and the river Bobr, where the city is located, will be much cleaner. It is one of the main goals of this investment - biological protection of the border river Odra and its tributary - river Bobr. Cleaned sewers, drained off to the river, will comply with all the strict requirements of the polish norms. All the properly processed sludges, are delivered to the farmers, who use them as a fertilizer.

No unpleasant smells

The realization of the investment will bring an increase in effectiveness of purging the pollution. Devices that were utilized were replaced with new. Also nasty smells were reduced through the maximum encapsulation of devices. Moreover, sound-absorbent casings were installed on the devices emitting the noise. Further reduction of sewage treatment nuisance will occur in the 2nd stage of project realization, meaning the period after modernizing the mechanical part of sewage treatment. This task will be started in the 3rd quarter of 2007 and will be finished in December 2008.

One new block of biological treatment was constructed in the sewage treatment plant and the two existing were modernized. Two opened fermentation chambers were closed and replaced with one closed. All the sewers, which are being collected in septic tanks or drained off to the ground will be directed to the sewage treatment plant. It will be able to collect up to 15 thousands (At present 10 thousands) of cubic meters of sewers a day not only from Boleslawiec administrative districts, but also from the neighbourhood. Using methane at the fermentation process will also become the effect of modernization. It will supply the gas boiler and will meet a great demand for the energy.

The Public Enterprise of Water Supply and Sewage System, which serves an administrative district and region, will administrate the sewage treatment plant.

In order to realize this investment, an administrative district announced a tender in 2004 and it was won by the international consortium of the following companies: Polimex-Mostostal SA and WTE Wassertechnik Polska sp. z o.o. The total value of this contract was over 4,5 mln EUR.

No septic tanks

The works predicted with contracts "Modernization and the expansion of the country sewage system", "Modernization of the sewage treatment plant in Bolesławiec", "Sewage system in Bolesławiec" are almost completed. Construction of the sewage system was finished in the area of Boleslawiec administrative district as well as in the 18 areas of the city. The last area was finished in May 2007. At the moment there is being a time of reporting and removing defects. It will be finished in February 2008.

As a result, 500 septic tanks will disappear, whereas there is a plan of connecting around 7000 of the new users to the sewage system.

The trials are being held in the sewage treatment plant, focusing on achieving predicted parameters of cleaned sewers. The modernization of a sewage treatment plant as well as the expansion of sewage system, will be a serious advantage of the city for attracting new investors. New areas equipped with an infrastructure will be created, which will, in combination with the existing and built highway, allow to plan the city development. n
