Przyspieszenie 2006 – 2007 na eko-rynku

W sektorze „Środowisko” inwestycje proekologiczne tworzą wielki plac budowy. Wartość prowadzonych inwestycji ekologicznych, z udziałem środków UE przekracza 3,3 mld euro.

W okresie styczeń 2006 – październik 2007 nastąpiło zdecydowane przyspieszenie realizacji przedsięwzięć, które w latach 2000-2005 otrzymały akceptację Komisji Europejskiej (decyzję lub memorandum) o przyznaniu dofinansowania z unijnego Funduszu Spójności. Suma kosztów kwalifikowanych wszystkich projektów wynosi 4,287 mld euro, w tym dotacja z Funduszu Spójności/ISPA wynosi 2,850 mld euro, resztę 1,435 mld euro stanowią środki krajowe.

Obecnie Narodowy Fundusz koordynuje realizację 90 projektów Funduszu Spójności.

Narodowy Fundusz jest Instytucją Wdrażającą priorytet I, II i IV w Programie Operacyjnym Infrastruktura i Środowisko 2007-2013. W tych trzech priorytetach powierzonych Narodowemu Funduszowi wartość dotacji Unii Europejskiej wynosi 4 mld 115 mln euro. Narodowy Fundusz jest Instytucją Wdrażającą działanie 10.1, 10.2 i 10.3 w priorytecie nr X PO Infrastruktura i Środowisko. Planowana alokacja środków na działania powierzone do realizacji NF wynosi 510 mln euro, w tym 272 mln euro z Funduszu Spójności Unii Europejskiej. Wszystkie komórki organizacyjne NF są już włączone do trwającej od kilku miesięcy obsługi nowych projektów z perspektywy finansowej UE 2007-2013. W okresie 2006-2007 przeprowadzono 24 konferencje szkoleniowe dla beneficjentów realizujących projekty i wnioskodawców przygotowujących się do aplikacji 2007-2013. Trwa realizacja umów dla prawie 250 projektów SPO WKP działanie 2.4 na łączną kwotę dofinansowania 743 mln zł. NF z powodzeniem przeprowadził weryfikację i selekcję wniosków w 2 rundach aplikacyjnych w ramach Norweskiego Mechanizmu Finansowego i Mechanizmu Finansowego EOG. n

Wnioski realizacji projektów Funduszu Spójności

1. Postęp we wdrażaniu projektów finansowanych z Funduszu Spójności i absorpcja środków Unii Europejskiej w latach 2001 – 2005 były bardzo słabe, stan zaawansowania realizacji projektów szacowany był na koniec 2005 r. na ok. 7%.
2. Wysiłki podjęte na przełomie 2005/2006 roku przyniosły pozytywne skutki: w roku 2006 zrobiono tyle, ile w latach 2001 – 2005, w pierwszych 10 miesiącach roku 2007 postęp rzeczowy i finansowy jest 2- do 3-krotnie większy niż w analogicznym okresie 2006 r.
3. Realizacja programu Funduszu Spójności nabiera tempa. Należy jednak pamiętać, że przygotowanie i realizacja tak dużych inwestycji ma znaczną bezwładność i wymaga czasu. Tylko z powodu wzrostu cen w ciągu ostatnich 22 miesięcy unieważniono 82 postępowania przetargowe na kwotę ok. 840 mln euro. Gdyby te przetargi zostały rozstrzygnięte, realizacja programu byłaby o rok dalej.
4. Do końca 2007 roku powinny być zawarte prawie wszystkie kontrakty, a to oznacza prowadzenie inwestycji w ochronie środowiska o wartości 4,5-5 mld euro.

Ocena stanu zaawansowania rzeczowego programu

• W latach 2001-2005 zawarto 301 kontraktów, natomiast w ciągu ostatnich 22 miesięcy podpisano 500 kontraktów.
• W ciągu 10 miesięcy roku 2007 zawarto 277 kontraktów, w tym samym okresie roku 2006 zawarto 172 kontrakty.
• Na 31 października 2007 r. były ogłoszone 94 postępowania przetargowe, pozostało do ogłoszenia 106.
• Aktualnie czynnych jest 588 kontraktów na kwotę 2 906,5 mln euro.

Ocena stanu zaawansowania finansowego podpisanych kontraktów

• Łączna wartość wszystkich kontraktów zawartych do 31 października 2007 r. wynosi 3,3 mld euro.
• W latach 2001-2005 zawarto kontrakty na łączną kwotę ponad 1,1 mld euro, natomiast w ciągu ostatnich 22 miesięcy podpisano kontrakty na prawie 2,2 mld euro.
• W ciągu 10 miesięcy br. zawarto kontrakty na kwotę w wysokości prawie dwukrotnie wyższej niż w całym roku 2006. W ciągu 10 miesięcy 2007 r. zawarto kontrakty na kwotę większą niż w ciągu 5 lat: 2001, 2002, 2003, 2004 i 2005.
• W ciągu 10 miesięcy 2007 r. zawarto kontrakty na kwotę ponad 2,5 raza większą niż w tym samym okresie roku 2006.

Stan wypłat dokonanych przez beneficjentów wykonawcom

• Łączna wartość wszystkich wypłaconych środków do 31 października 2007 r. wynosi prawie 1 021 mln euro.
• W ciągu ostatnich 22 miesięcy wypłacono wykonawcom ponad 687 mln euro, tj. ponad 2 razy więcej niż przez 5 lat okresu 2001 – 2005, kiedy wypłacono 335 mln euro.
• W ciągu 10 miesięcy roku 2007 wypłacono 2 razy więcej środków niż w porównywalnym okresie 2006 r.

Ocena stanu absorpcji środków z Komisji Europejskiej

• Do 31 października 2007 r. Komisja Europejska przekazała do NBP kwotę prawie 779 mln euro.
• W latach 2001 – 2005 zaabsorbowano kwotę 287 mln euro, natomiast w ciągu ostatnich 22 miesięcy absorpcja środków z Komisji Europejskiej wyniosła 492 mln euro.
• W ciągu 10 miesięcy 2007 roku absorpcja wyniosła 344 mln euro, czyli zdecydowanie więcej niż każdego pełnego roku poprzedniego.

A giant construction site

The acceleration of 2006-2007 in the eco-market

The pro-ecology projects in the „Environment” sector have created a giant construction site. The value of currently performed pro-ecology projects co-financed by the EU has exceeded 3.3 billion euro.

In the period between January 2006 and October 2007, we have witnessed a significant acceleration in the performance of projects that have been accepted in the years 2000 – 2005 by the European Commission in its decisions or memoranda on granting subsidies from the EU Cohesion Fund. The total value of qualified cost of all the projects amounts to 4.287 billion euro, out of which the Cohesion Fund / ISPA covers 2.850 billion euro and the remaining 1.435 million euro comes from domestic sources.

The National Fund is currently coordinating the performance of 90 Cohesion Fund projects.

The National Fund is the Implementing Institution for priorities 1, 2, and 4 in the Infrastructure and Environment Operational Program 2007-2013. The value of European Union subsidies in the three above-mentioned priorities that are under the National Fund’s supervision is 4.115 billion euro. The National Fund is the Implementing Institution for actions 10.1, 10.2, and 10.3 in Priority no. 10 of the Infrastructure and Environment Operational Fund. The planned allocation of money for the performance of the National Fund’s tasks is 510 million euro, to include 272 million euro coming from the European Union Cohesion Fund. All the organizational units in the National Fund have for several months been involved in the implementation of the new projects in the EU Financial Perspective 2007 – 2013. In 2006 – 2007, 24 conferences have been organized for beneficiaries who are conducting projects and for applicants who are preparing to apply for funding in 2007 – 2013. Currently, contracts are performed in almost 250 projects of the Sector Operational Program – Increase of Competitiveness of Enterprises, action 2.4, and the total value of subsidies in these projects is 743 million złotys. The National Fund has successfully verified and selected applications in the two application rounds of the Norwegian Financial Mechanizm and the EEA Financial Mechanizm. n

Conclusions from the performance of Cohesion Fund projects

1. Progress in implementing projects financed by the Cohesion Fund and the absorption of EU money in the years 2001 – 2005 were very low; the project completion rate at the end of 2005 was estimated at approximately 7%.
2. The efforts started at the end of 2006 and in the early 2007 brought positive results; the works completed in 2006 were the same as those completed in 2001-2005, the material and financial progress on projects in the first 10 months of 2007 was 2 to 3 times higher the progress in a similar period of 2006.
3. The performance of the Cohesion Fund program is gaining speed. However, one ought to remember that preparation and completion of such large project is characterized by a lot of inertia and requires time. Just because of growing prices, 82 tenders, of a total value of approximately 840 million euro, have been canceled. If it was not for those canceled tenders, the program would have ben one year further in its advancement.
4. By the end of 2007 nearly all contracts should be concluded, which means that projects worth 4.5 – 5 billion euro will be conducted in the environmental protection sector.

Assessment of material progress of the program

• In the years 2001 – 2005, 301 contracts were signed, while in the last 22 months the number of concluded contracts is 500.
• In the first 10 months of 2007, 277 contracts were signed, while in the same period of 2006, only 172 contracts were signed.
• As of 31 October 2007, 94 tender proceedings had been announced and 106 still have to be announced.
• The number of currently active contracts is 588 and their value is 2.9065 billion euro.

Assessment of financial progres of concluded contracts

• The total value of all the contracts concluded before 31 October 2007 is 3.3 billion euro.
• The total value of contracts concluded in 2001 – 2005 was 1.1 billion euro, while the value of contracts concluded in the last 22 months is nearly 2.2 billion euro.
• The value of all contracts concluded in the first 10 months of 2007 was almost two times higher than the value of contracts concluded in the whole year 2006. The value of contracts concluded in the first 10 months of 2007 exceeded the value of all contracts signed in the five consecutive years: 2001, 2002, 2003, 2004, and 2005.
• The value of contracts concluded in the first 10 months of 2007 was 2.5 times higher than the value of all contracts concluded in the same period of 2006.

The status of beneficiaries’ payments to contractors

• The total value of all payments made before 31 October 2007 is almost 1.021 billion euro.
• The value of payments to contractors made in the last 22 months is 687 million euro, which is 2 times more than the value of payments made in the five year period of 2001 – 2005, which amounted to 335 million euro.
• The value of payments made in the first 10 months of 2007 was 2 times more than the value of payments made in the same period of 2006.

Assessment of the status of absorption of European Commission funds

• Until 31 October 2007, the European Commission has transfered to the National Bank of Poland the amount of 779 million euro.
• The amount of European Commission money absorbed in 2001 – 2005 was 287 million, while the amount absorbed in the last 22 months was 492 million euro.
• In the first 10 months of 2007, the amount of money absorbed was 344 million euros, which was a lot more than the amount absorbed in any of the preceding years.
