Co łączy UDT-CERT i Urząd Dozoru Technicznego?
UDT-CERT jest jednostką Urzędu Dozoru Technicznego, zajmującą się działalnością rynkową. Certyfikujemy systemy zarządzania jakością, wyroby i osoby, a jako jednostka notyfikowana, także produkty, które podlegają dyrektywom Unii Europejskiej. Ponadto wykonujemy badania i ekspertyzy techniczne, a także jako Akademia UDT prowadzimy w szerokim zakresie działalność szkoleniową.
| Targi i konferencje z udziałem UDT-CERT w czerwcu br.
W dniach 11-14 czerwca br. odbyły się Targi Certyfikacji w ramach Targów ITM w Poznaniu. Podczas konferencji towarzyszącej targom p. Marta Wojas, wicedyrektor UDT-CERT wygłosiła wykład: Certyfikacja firm, wyrobów i usług drogą do sukcesu na rynkach UE, który spotkał się z dużym zainteresowaniem uczestników. UDT-CERT zaprasza również na seminarium: Certyfikacja kotłów na paliwa stałe drogą do sukcesu na rynkach UE. Wykład zostanie wygłoszony 26 czerwca br. podczas konferencji towarzyszącej V Międzynarodowych Targach Urządzeń, Technologii do Wytwarzania i Zastosowania Pelletu, PELLET-EXPO 2007 w Bydgoszczy. n |
Certyfikacja systemów zarządzania jakością jest w Polsce już dość powszechna. Czy ten rynek może się jeszcze rozwijać?
Mimo dość dużej popularności systemów zarządzania w Polsce, rynek wciąż nie jest nasycony. Duże i średnie firmy w większości posiadają wdrożone i certyfikowane systemy zarządzania jakością ISO 9001. Inaczej jest natomiast wśród mniejszych przedsiębiorstw. Znacząca część tych firm nie ma jeszcze ISO, ale widzimy duże zainteresowanie wdrożeniem takich systemów.
Wśród dużych firm, które od dawna posiadają systemy zarządzania, obserwujemy tendencję do zmiany jednostki certyfikującej. Coraz bardziej liczy się bowiem wartość dodana, którą wnoszą jednostki certyfikujące. Mam tu na myśli np. bardziej efektywne podejście do zarządzania czy też procesów produkcyjnych.
Urząd Dozoru Technicznego kojarzy się głównie z przemysłem. Czy słusznie?
Urząd Dozoru Technicznego powstał sto lat temu, aby służyć przemysłowi. UDT-CERT służy teraz firmom przemysłowym jako jednostka notyfikowana. Jesteśmy silni szczególnie w sektorze przemysłowym, dlatego najchętniej z usług UDT-CERT korzystają firmy właśnie z tego sektora. Można powiedzieć, że specjalizujemy się we współpracy z przemysłem.
Jakie korzyści mogą płynąć dla przedsiębiorcy ze współpracy właśnie z UDT-CERT?
Jak wspomniałam, firmy coraz częściej zmieniają jednostki certyfikujące, które nie specjalizują się w konkretnej branży na bardziej specjalistyczne. Ponieważ UDT-CERT wyspecjalizował się w obsłudze przemysłu, pomagamy firmom dodatkowo m.in. w dostosowywaniu technologii, parametrów technicznych, w doborze materiałów.
W przypadku małych i średnich przedsiębiorstw, wartość dodana, o której mówimy, może być szczególnie cenna, gdyż wymieniając poglądy z nimi, przedsiębiorcy odkrywają nowe możliwości rozwoju, branże, w których mają szansę odnieść sukces. Dzieje się to oczywiście przy zachowaniu zasady poufności.
Warto podkreślić, że nasi auditorzy są pracownikami firmy, dzięki temu identyfikują się z nią, a my jesteśmy pewni ich kompetencji, rzetelności i poufności. Nadmienię, że każdy nasz pracownik merytoryczny posiada dostęp do informacji niejawnych, na podstawie certyfikatu z ABW, świadczy to o wysokim zaufaniu do naszej instytucji.
Coraz częściej spotykamy się z certyfikowanymi systemami zarządzania w instytucjach samorządowych, szkołach, urzędach skarbowych. Po co administracji certyfikaty? Czy certyfikacja jednostek administracji rządowej i samorządowej jest również specjalnością państwa firmy?
Liczba wydanych certyfikatów tym instytucjom w Polsce, gwałtownie wzrasta. W naszej ocenie jest to rynek rozwijający się i bardzo przyszłościowy. Istnieje przynajmniej kilka powodów, dla których instytucje administracji, szkoły, szpitale czy komendy policji, chcą wdrożyć i certyfikować systemy zarządzania jakością. Jedną z najważniejszych przyczyn są wymagania klientów. Zmienia się sposób podejścia urzędników do ludzi, którzy załatwiają w urzędach konkretne sprawy. Wielu samorządom zależy na poprawie jakości obsługi klientów, funkcjonowania urzędów, sprawniejszym zarządzaniu. Umożliwia to wdrożenie systemu zarządzania jakością.
Nie bez znaczenia jest, że jednostka posiadająca certyfikowany system zarządzania jest lepiej przygotowana, najpierw do składania wniosków o pozyskanie funduszy strukturalnych, a potem do ich rozliczenia. Oprócz korzyści, które łatwo zmierzyć czy policzyć, wdrożenie systemu zarządzania jakością daje takie efekty jak wzrost zaufania i prestiżu jednostki organizacyjnej, wzmacnia jej wiarygodność.
Jakie jeszcze wartości dodane daje współpraca z UDT-CERT ?
Weźmy pod uwagę firmy naprawiające lub modernizujące urządzenia techniczne, które w okresie eksploatacji podlegają dozorowi technicznemu. Jeśli mają one certyfikowany w UDT-CERT system zarządzania jakością, to na podstawie ustawy o dozorze technicznym mogą ubiegać się o zwolnienie z rocznych opłat z tytułu posiadania uprawnień do modernizacji i napraw urządzeń podlegających dozorowi technicznemu.
Jak rozwija się rynek certyfikacji systemów zarządzania środowiskiem ISO 14001?
Jest to również rynek rosnący. Popularność systemu zarządzania środowiskiem jest na pewno skutkiem tego, że ekologia jest jednym z priorytetów Unii Europejskiej. Oczekiwania klientów są coraz wyższe, chcą oni, aby firma spełniała europejskie standardy, także w dziedzinie ochrony środowiska. Dzięki wdrożeniu certyfikowanego systemu ISO 14001 rośnie prestiż firmy, poprawia się jej wizerunek. Jest to sygnał dla klientów, że warto z nią współpracować. Zwiększa się konkurencyjność firmy, dzięki poprawie zarządzania, efektywnemu gospodarowaniu odpadami itp. Po wdrożeniu systemu zarząd firmy może mieć pewność, że działa ona zgodnie z obowiązującymi przepisami dotyczącymi ochrony środowiska, których jest niemało.
Według unijnych przepisów potwierdzeniem bezpieczeństwa produktu jest znak CE. Czy wobec tego warto ubiegać się o inne, dobrowolne certyfikaty wyrobu?
Oznaczenie CE, które w większości przypadków nadaje sam producent wyrobów, mówi jedynie, że produkt spełnia przepisy prawa i może być wprowadzony do obrotu. Natomiast certyfikat wyrobu – to ocena trzeciej, niezależnej strony. Ocena, która daje dodatkowe gwarancje, że produkt spełnia odpowiednie normy, jest dobry jakościowo, ma korzystne parametry środowiskowe itd. Klienci chętniej sięgają po taki produkt, ponieważ szukają potwierdzenia, że wyrób jest dobry. Posiadanie certyfikatu wyrobu pomaga w zdobywaniu nowych rynków oraz stanowi mocny atut w walce z konkurencją.

What connects UDT-CERT and the Office of Technical Supervision?
UDT-CERT is the unit of the Office of Technical Supervision which deals with market activity. We certify the quality management systems, products and people, and as a notified unit also products which are subjected to the European Union directives. Additionally we do researches and technical expertises and as UDT Academy we carry out the schooling activity in wide range.
| Fairs and conferences with the participation of UDT-CERT in June of the current year
From 11-14 June of the current year, the Certification Fairs took place in terms of ITM Fairs in Poznan. During the conference which accompanies the fairs, Ms Marta Wojas, the vice-president of UDT-CERT has made a speech: Certification of companies, products, services the way of succeeding on EU markets, which met the great approval of the participants. UDT-CERT invites also to the seminary: Certification of boiler to solid fuel the way to succeed on EU markets. The speech shall be made on June 26th, during the conference which accompanies the 5th International Fairs of Devices, Technology for Production and Application of Pellet, PELLET-EXPO 2007 in Bydgoszcz. n |
The certification of quality management systems is quite common in Poland. Can this market still develop?
Despite such a big popularity of the management systems in Poland, the market is still not imbued with. Most of big and medium enterprises possess the implemented and certified systems of quality management ISO 9001. It is different however with smaller enterprises. Most of the companies do not have ISO yet, but we can observe much interest in the implementation of such systems.
Among the big companies, which possess the management systems for a long time, we can observe the tendency to change the certifying unit. It is because the added value which is entered by the certifying units is something that counts more and more. I mean here, e.g. much more effective approach to management or production processes.
The Office of Technical Supervision is mostly associated with industry. Is that right?
The Office of Technical Supervision was founded one hundred years ago in order to serve the industry. UDT-CERT serves now the industrial companies as a notified unit. We are strong especially in the industrial sector, this is why, the services of UDT-CERT are the mostly likely to be used by the companies from the sector. It can be said that we specialize in co-operation with industry.
What benefits for the entrepreneurs might come from the co-operation with UDT-CERT?
As I mentioned, the companies more often and often change the certifying units which do not specialize in the specific branch for the more specialist ones. As UDT-CERT has specialized in the service of industry, we help the companies additionally, e.g. in adjusting technologies, technical parameters, in the selection of materials.
In case of small and medium enterprises, the added value, which we are talking about, might be especially precious, as when swapping views with them, the entrepreneurs discover the new possibilities of development, branches in which they can succeed. It takes place of course with meeting the confidentiality rule.
It is worth to underline that our auditors are the employees of the company, thanks to which they identify with it, and we are certain of their competence, reliability and confidentiality. I shall mention that every our office employee possesses the access to classified information, on the basis of the certificate from the Agency of Homeland Security, what certifies about high trust for our institution.
More and more often we can meet the certified management systems in the council institutions, schools, and taxation offices. What does administration need certificates for? Is the certification of government and council administration units also the specialty of your company?
The amount of issued certificates including the institutions in Poland is increasing abruptly. In our opinion it is a developing and very future market. There are at least a couple of reasons for which administration institutions, schools, hospitals or police stations want to implement and certify the systems of quality management. One of the most important causes is the customers’ requirements. The way the officials approach the people who are arranging their things in the offices, is changing. Many councils care about the improvement of the quality of customers’ service, functioning of the offices, much more efficient managing. It is possible thanks to the implementation of the quality management system.
It is important that the unit which possesses the management certificate is better prepared, firstly in terms of applying for structural funds and then in terms of their settling. Apart from benefits which can be measured or calculated easily, the implementation of the quality management system gives such effects as the increase of trust and prestige of an organization unit, it strengthens its reliability.
What other added values does the co-operation with UDT-CERT give?
Let’s take under consideration companies which repair or modernize technical devices, which during the exploitation period are subjected to technical supervision. If they have the certified in UDT-CERT system of quality management, then on the basis of the act on technical supervision they can apply for being released from the yearly fees due to the possession of authorizations for modernization and repairs of devices subjected to technical supervision.
How does the market of certification of environment management systems ISO 14001 develop?
It is also the growing market. The popularity of the environment management system is surely the result of the fact that ecology is one of the European Union priorities. The expectations of the customers are higher and higher, they want the company to meet European standards also in terms of environment protection. Thanks to the implementation of the certified system ISO 14001 the prestige of the company is increasing, its image is improving. It is the signal for customers that it is worth to co-operate with it. The competitiveness of the company is increasing thanks to the improvement of management, effective management of wastes, etc. After the system implementation, the company board might be sure that it acts according to the valid regulations concerning environment protection, which are great in number.
According to the union regulations, the confirmation of the product safety is the sign CE. Is it worth then to apply for other voluntary product certificates?
The CE marking, which in most cases is given by the very products’ manufacturer, says only about the fact that the product meets the legal regulations and can be introduced to circulation. While the product certificate – is the opinion of the third, independent party. The evaluation which gives the guarantee that the product meets the suitable standards is of good quality and possesses the beneficial environmental parameters, etc. Customers are more willing to get such a product, as they are searching for the confirmation that the product is good. Possessing the product certificate helps to get the new markets as well as constitutes for a strong assets in the fight with the competition.
