Szansa dla gospodarki wodnej

Krajowy Zarząd Gospodarki Wodnej to jedna z pierwszych instytucji, która podpisała porozumienie z instytucją zarządzającą w sprawie realizacji Programu Operacyjnego „Infrastruktura i Środowisko” dla osi priorytetowej III – Zarządzanie zasobami i przeciwdziałanie zagrożeniom środowiska.
Porozumienie określa prawa i obowiązki instytucji pośredniczącej, którą jest minister środowiska i instytucji wdrażającej, którą jest prezes Krajowego Zarządu Gospodarki Wodnej, odpowiedzialny za realizację zadań w ramach POIiŚ.
Fundusze unijne z Programu Operacyjnego to olbrzymia szansa dla gospodarki wodnej, niedofinansowywanej przez kolejne dziesięciolecia. Możliwości wykorzystania tak wielkich pieniędzy w tym sektorze jeszcze nigdy nie było – podkreśla Mariusz Gajda, prezes KZGW. Trzeba jednak pamiętać, że aby wykazać się bardzo dużą skutecznością wykorzystania środków należy bardzo rzetelnie przygotowywać dokumentację i być precyzyjnym w przestrzeganiu terminów i okresów kwalifikacyjnych – dodaje.
Prezes Gajda podkreśla, że 54 projekty zgłoszone w osi priorytetowej III wymagają sprawnej współpracy z różnymi jednostkami: przedstawicielami wojewodów, marszałków województwa, organizacji pozarządowych. Niektórzy inwestorzy powołali doradcze komitety monitorujące, tak jak Regionalny Zarząd Gospodarki Wodnej w Gdańsku dla projektu kompleksowego zabezpieczenia Żuław przed powodzią, czy Regionalny Zarząd Gospodarki Wodnej w Gliwicach dla budowy zbiornika przeciwpowodziowego Racibórz. I jak się okazuje, to bardzo dobry sposób na szybkie wypracowywanie konstruktywnych rozwiązań dla poszczególnych projektów – przekonuje prezes.
Jestem przekonany, że rozwiązania, jakie przyjęliśmy w sektorze gospodarki wodnej pozwolą co najmniej dorównać innym, najskuteczniejszym w wykorzystywaniu tych funduszy krajom Unii, jak Hiszpania i Portugalia, które wykorzystały fundusze na poziomie 80 proc. – podsumował prezes Gajda. n

An opportunity for the water management sector

The National Water Management Administration is one of the first institutions who signed an agreement with the institution managing the performance of the „Infrastructure and Environment” Operational Program (IEOP) for Priority Axis 3: Resource Management and Counteracting Environmental Risks.
The agreement stipulates the rights and responsibilities of the mediating institution, the Minister of Environment, and the implementing institution, the president of the National Water Management Administration, who is responsible for the completion of the tasks of the IEOP.
„The EU funds that constitute a part of the Operational Program provide a great opportunity for the water management sector in Poland, which has been inadequately financed for many decades. There has never been an opportunity to use such large amounts of money in this sector,” highlights Mariusz Gajda, President of the NWMA. „Nevertheless, we must remember that in order to effectively use the funds, we must thoroughly prepare the required documentation and observe the deadlines and the qualification periods.”
President Gajda highlights the fact that the 54 projects registered in the Priority Axis 3 require an effective cooperation between various entities: representatives of province governors, marshals of the provincial parliaments, and non-governmental organizations. Some investors have established monitoring advisory committees, just as the Regional Water Management Administration in Gdańsk did for the project involving comprehensive protection of the Żuławy region against flooding, or as the Regional Water Management Administration in Gliwice did in the project involving the construction of a flood control reservoir in Racibórz. „As it turns out, this is a very good way to quickly work out constructive solutions for the projects,” says President Gajda.
„I am convinced that the solutions we accepted in the water management sector will allow us to catch up with the most effective countries in using the EU funds, such as Spain and Portugal, who have used approximately 80% of available funds,” stated President Gajda in his conclusion. n
